Landfill

The Seneca County General Health District is an approved health district through the Ohio EPA. The Director’s Approval List is used to identify which health districts are authorized to administer the Solid and Infectious Waste and Construction and Demolition Debris Programs within their jurisdiction.

Responsibilities of this district include- but are not limited to – licensing regulated facilities, inspecting solid and infectious waste and construction and demolition debris facilities and taking appropriate action to ensure compliance with applicable regulations.

ADVERTISEMENT FOR PROPOSAL/PUBLIC NOTICE TO PROPOSERS: COMPREHENSIVE ENVIRONMENTAL IMPACT STUDY (CEIS)

Sealed priced proposals will be received at Seneca County General Health District, 92 E. Perry St. Tiffin, OH 44883 until 3:00 PM (Local Time) on April 26, 2024, for the COMPLETION OF A COMPREHENSIVE ENVIRONMENTAL IMPACT STUDY (CEIS) FOR SENECA COUNTY GENERAL HEALTH DISTRICT.

The scope of work consists of providing all materials and labor to complete the CEIS for the current and future impact of WIN Waste Innovations of Seneca County’s Landfill at 12500 W CR 18, Fostoria and its potential expansion.  The CEIS includes a wide range of environmental, social, and economic factors.  The CEIS shall include but not be limited to the following planned areas of investigation or studies and shall include Environmental, Social and Governance (ESG) attributes in its performance:

  • Environmental impact assessment: This study assesses the current and future potential environmental impacts of the landfill and expansion.  It should include specifically assessing the current and potential impact on air quality, water quality, soil quality, and wildlife.
  • Social impact assessment: This study assesses the current and potential social impacts of the landfill and expansion.  It should include assessing the impact on local communities, cultural heritage sites, and public health.
  • Economic impact assessment: This study assesses the current and potential economic impacts of the landfill and expansion.  It should include assessing the impact on property values, employment opportunities, and local businesses.
  • Stakeholder engagement plan and implementation: This plan outlines how stakeholders will be engaged throughout the CEIS process and implements the plan.
  • ESG performance monitoring: This involves monitoring ESG performance throughout the CEIS process to ensure that ESG goals are being met.

We anticipate the CEIS will take anywhere from 9 months to 18 months to complete.

Proposals must be in accordance with the Request For Proposals.  All pre-proposal questions must be submitted via email to healthcommissioner@senecahealthdept.org by 3:00 PM on March 27, 2024.

This project will be subject to Federal Prevailing Wage Rates (Davis-Bacon Act).  It will also be subject to all applicable Federal Equal Opportunity Laws and related regulations.  No proposer shall be permitted to withdraw their proposal for a period of 90 days after the time proposal submittal.
