Landfill
The Seneca County General Health District is an approved health district through the Ohio EPA. The Director’s Approval List is used to identify which health districts are authorized to administer the Solid and Infectious Waste and Construction and Demolition Debris Programs within their jurisdiction.
Responsibilities of this district include- but are not limited to – licensing regulated facilities, inspecting solid and infectious waste and construction and demolition debris facilities and taking appropriate action to ensure compliance with applicable regulations.
Request for Proposals to Install/Operate/Maintain Ambient Air Monitoring Stations” (May 22, 2023)
Sealed proposals will be received at Seneca County General Health District, 92 E. Perry St. Tiffin, OH 44883 until 1:00 p.m. (Local Time) on July 13, 2023, for the INSTALLATION/ OPERATION/ MAINTENANCE of AMBIENT AIR MONITORING STATIONS FOR SENECA COUNTY GENERAL HEALTH DISTRICT. The scope of work consists of providing all materials and labor to install the semi-permanent monitoring stations at two pre-selected rural locations adjacent to county roadways. Additionally, each station requires a meteorological tower and monitoring equipment, an 8-foot chain-link fence and monitoring equipment to continuously measure SO2 and H2S ambient air concentrations using USEPA Reference Methods. The vendor will be expected to enter into a contract to provide for operation and maintenance of these stations for a period of 3 years. Proposals must be in accordance with the RFP and must be submitted in a sealed envelope marked Ambient Air Monitoring Stations. All pre-proposal questions are required to be submitted to Seneca County General Health District by 3:00 p.m. on June 15. This project will be subject to Federal Prevailing Wage Rates (Davis-Bacon Act). It will also be subject to all applicable Federal Equal Opportunity Laws, and related regulations. No proposer shall be permitted to withdraw their proposal for a period of 90 days after the time of proposal submittal.
Sunny Farms Landfill to Begin Work That May Cause Odors (April 14, 2023)
Beginning Monday April 17th, there is potential for the migration of odors beyond Sunny Farms Landfill’s property line.
According to information from the facility, odors may come from work that is set to begin on the Landfill Gas Collection & Control System (GCCS).
The work includes the installation of additional vertical landfill gas extraction wells within the existing limits of waste. This project will involve drilling and trenching into soil cover and previously placed waste to install gas collection piping.
Although excavated boreholes will have air collection applied and trenches will be backfilled with soil throughout the working day to prevent the migration of odors, this project has the potential to cause odors beyond the landfill property line.
It is anticipated that this project will last approximately 6 weeks, according to the landfill.
SCGHD will continue to sample for offsite H2S (hydrogen sulfide) gases. If you smell odors, please call the odor complaint hotline at 1-866-419-8639.
Public Hearing Scheduled (April 6, 2023)
Ohio EPA will host a public meeting on Thursday, May 11 regarding an application to modify the wastewater discharge permit for Sunny Farms Landfill in Fostoria.
The meeting will be held at Stacy’s Place, 625 Plaza Drive, Fostoria. An information session begins at 6 p.m. with a hearing immediately following, during which the public can submit comments on the record about the application for the discharge permit. The landfill is located at 21500 West County Road 18.
WIN Waste Innovations, which owns the landfill, has applied for a permit to move two existing stormwater sedimentation ponds to new locations. The ponds collect stormwater runoff from the landfill property to promote settling of solid particles before the water discharges to a local stream. The ponds do not contain leachate from the waste in the landfill.
This application is related to the company’s request to expand the landfill. The wastewater discharge permit, if approved, would not allow the company to begin an expansion. An application to expand the landfill is being reviewed separately, which would involve another opportunity for public input.
If the discharge permit is approved, discharges cannot violate Ohio’s water quality standards that protect human health and the environment.
Ohio EPA is accepting public comments about the application until 5 p.m. on May 18, 2023. The application is available for review online. Written comments can be submitted during the hearing, mailed to Ohio EPA-DSW, Attn: Permits Processing Unit, P.O. Box 1049, Columbus, OH 43216-1049, or emailed to epa.dswcomments@epa.ohio.
